1975 - FDA labeling regulation requires safety substantiation or warning on cosmetic product labels
1976 - CIR established by CTFA Board of Directors to assess ingredient safety
- CIR steering committee members include Jim Merritt, Bob Giovacchini, Norm Estrin, Joe Borzelleca, and Richard Dobson
- Edward Burger appointed first CIR Director
