Ingredient Review Priorities


The CIR Expert Panel has reviewed its priorities spreadsheet to determine which ingredients should be high priority for initiation of safety reviews beginning in 2006. The spreadsheet captures information on reported uses, adverse effects reported in the Registry of Toxic Effects of Chemical Substances (published by the National Institute for Occupational Safety and Health), TOP-KAT structure-activity predictions of toxicity, potential for biological activity, probability of skin penetration, and other special considerations. Special considerations include whether an ingredient is prohibited by the European Union or Japan or whether the consumer is a baby or adult.

The Panel identified the ingredients listed below as high priority for review:

  1. Xylene
  2. Cyclomethicones
  3. Methylchloroisothiazolinone/Methyisothiazolinone
  4. Kojic Acid
  5. DM Hydantoin
  6. PEG -7, -9, -10, -12, -14, -16, -18, -20, -40, -45, -55, -60, -90, -100, -135, -180, -200, -220, -240, -350, -400, -500, and -800
  7. Allantoin
  8. Allantoin Polygalacturonic Acid Group
  9. Arginine Aspartate
  10. Laurylpyridinium Chloride
  11. Benzyl Benzoate
  12. Glyoxylic Acid
  13. Fumaric Acid
  14. Maltitol
  15. Silica and Hydrated Silica
  16. Talc
  17. Polymethylmethacrylate (PMMA)
  18. Cetyl Acetate
 

 Reconsideration/Rereview 

 

The CIR Expert Panel identified a group of final safety assessments from the early 1980s that may need reconsideration, primarily because they were initially reviewed almost 20 years ago and there may be additional data. The CIR staff will search the scientific literature for any new information that may impact safety. The Expert Panel will consider the new information and will determine if the final safety assessments should be simply reaffirmed, amended, or have an addendum prepared. Industry is encouraged to provide unpublished information relevant to the Panel’s deliberations on the selected ingredients. The ingredients to be reevaluated beginning in December 2005 through December 2006 include the following:

  • 4-Amino-2-Hydroxytoluene
  • Cetearyl Alcohol Group
  • Cocoamphoacetate Group
  • Sorbic Acid and Potassium Sorbate
  • Steareths
  • Arachidyl Propionate
  • Benzalkonium Chloride
  • Captan
  • Tallow Group
  • Aminomethylpropanol and Aminomethylpropanediol
  • Ethyl and Butyl Acetate
  • 2-Methyl-5-Hydroxyethylaminophenol
  • Phenethyl Alcohol
  • Butyl Myristate
  • Diazolidinyl Urea
  • 1-Naphthol
  • Tall Oil Acid
